Yes, it seems that Microsoft Anti-hacking Technologies is some what better than it use to be.

1. Perform a Clean install of your edition of Windows 7.
2. using your favorite search engine - find a OEM specific KEY for your Manufacture-Acer-Dell-Asus-Gigabyte-etc etc
3. using your favorite search engine - find a OEM 2.1 Certificate for your Manufacture-Acer-Dell-Asus-Gigabyte-etc etc
4. Find & Download Slic-dump ( google slic-dump ).
4a. Save it somewhere and then
right click on SLIC_Dump_ToolKit.EXE and select
Run as Administrator. Click on the Advanced tab located at the bottom.
Check if in SLIC Diagnostics for Version says 2.1. 
5. If NO, then find a proper 2.1 Certificate for your specific Manufacture.
6. Download and save the 2.1 Certificate to
(sample) c:\slic\ACRSYS_2.1_Cert.xrm-ms7. since you how have a KEY & 2.1 Certificate for you machine.
open cmd ( run as Admin) type} slmgr.vbs -ipk xxxxx-xxxxx-xxxxx-xxxxx-xxxxx { press enter }
type} slmgr.vbs -ilc c:\slic\your slic name.xrm-ms {press enter } wait for popup to say the license is installed correctly.
8. That is it! Now if you go to My Computer -> Properties, it should
say on the bottom that Windows is Activated. If it doesn't, simply
restart the computer and check it again!
